After the events of Persona 3: The Journey and The Answer, Mitsuru Kirijo formed the Shadow Operatives with those who remained from SEES. They had a strong connection to the concealment of the Ayanagi City incident in which many people were killed by Ayane Komatsubura's Persona.
Unlike the events explained in Trinity Soul, Akihiko's Persona never faded as he grew older. As Personas are a part of someone's soul, coming to terms with one's weaknesses and inner demons is an important part of making it grow. If one's inner demons aren't confronted before a certain age, the weak Persona will fade back into the psyche. With an awakened Persona that managed to ascend to its complete form, Akihiko avoided the common occurrence of awakened Personas fading after reaching a certain age in adulthood.
It takes a greater amount of concentration for him to invoke his Persona in the real world, unlike Persona-users awakened after the incident in Ayanagi City. He carries his Evoker for this reason, but only uses it in rare instances.
He still keeps contact with his old teammates from Gekkoukan, and is in fact still an active agent of the Kirijo Group's Shadow Operatives. The police's involvement and knowledge of Personas are in line with their cooperation with the Shadow Operatives, though limited by their lack of actual Persona-wielding officers.
Mitsuru is still a very close friend ... but they haven't come very much closer to realizing they have feelings for one another. Because Akihiko is still terribly inept with women.
